Blended Finance Funds and Facilities: 2020 Survey Results

The OECD Blended Finance Funds and Facilities Survey, with contribution from Convergence, compiles and analyzes information on collective investment vehicles which is a primary channel for blended finance. In the 2020 edition, the survey captures 198 vehicles, capturing USD 75 billion in assets under management. The survey helps increase transparency through the data collection and analysis, while also enhancing understanding through the aggregation of data that highlight main investment trends.

This OECD report draws on Convergence's Historical Deals Database to bring additional visibility on blending that has occurred at the transactions and/or project level. This includes providing evidence and analysis on top investors, types of blending, impact metrics, market growth trends, as well as regional and sectoral trends at the transaction level.

Some key takeaways on blended finance funds and facilities: (1) they are critical channels for blended finance flows; (2) they are not yet targeting all SDGs, sectors and geographies; (3) commercial investors continue to represent only a small share of the capital of collective investment vehicles (CIVs); (4) the use of local currency is an important factor in the development of local capital markets; (5) more needs to be done to ensure adequate monitoring and evaluation of blended finance project impact.
