Convergence, along with the Indian Council for Research on International Economic Relations (ICRIER), WRI India, is hosting a session on rethinking urban adaptation and mobilizing finance at scale for resilient cities in India, on the sidelines of Mumbai Climate Week.

The session brings together perspectives from public finance, urban governance, blended finance and climate-finance innovation with a particular focus on how concessional capital, risk-sharing instruments, and public balance sheets can be used to mobilise private investment. Additionally, the session positions blended finance not as a standalone solution, but as an instrument that must be anchored within stronger municipal and state public finance systems. It speaks directly to the actors who ultimately determine scale and sustainability, such as finance departments, finance commissions, and state governments, while remaining grounded in the lived fiscal constraints of Indian cities.
