Local capital is essential to the long-term scale, resilience, and sustainability of blended finance. Mobilizing domestic investors helps anchor investments in local markets, reduce reliance on foreign capital, and mitigate risks such as currency mismatch and capital flight. Yet, despite holding substantial pools of capital, domestic investors, including banks, institutional investors, and public financial institutions, remain underrepresented in blended finance across regions and sectors. Their participation is constrained by barriers including credit risk, currency risk, and limited track records of investable projects.
The session will open with key insights, data, and trends on local capital mobilization, drawing on Convergence’s latest analysis of blended finance transactions from 2022–2024. This opening segment will clarify how local investors are defined, where domestic capital is currently participating by region and sector, and the terms (commercial or concessional) on which local investors most commonly engage.
This will be followed by two 20-minute case study presentations, each demonstrating a distinct approach to mobilizing local capital in blended finance:

Dhamana Guarantee Company: A regional credit enhancement platform launched in 2024 to provide local-currency guarantees for infrastructure and real sector projects across Kenya, Uganda, Tanzania, and Rwanda. This case will explore a solution designed to unlock domestic institutional capital and strengthen local capital markets.

Peru Blue Bond – Water.org: A pioneering local-currency blue bond launched in Peru to mobilize domestic institutional investors and expand financing for inclusive water and sanitation services through the country’s municipal savings and credit banks. This case will explore a capital markets solution designed to scale sustainable infrastructure lending and strengthen local financial systems.
