OECD examines how the key concepts and terms used in the blended finance field are defined and perceived differently by the wide range of stakeholders and actors in the space, as well as the impact of this variability on evaluating the transactions and their outcomes.

Targeted to the monitoring departments of multilateral development banks, development finance institutions and other international capital providers, the report surveys common understandings among these practitioners with the aim of motivating more precise and more comparable monitoring and assessment procedures. Concepts like "additionality" and "impact" are of particular focus.
