Peter M. Sullivan was a Managing Director and Head of the Public Sector Group for Africa at Citi from 2007 to 2024, where he was responsible for the strategy and the origination, structuring and execution of multi-product solutions for sovereigns, central banks, state-owned enterprises and multilateral institutions across Africa.

Peter has been the lead for innovative transactions in the region including the first fuel import hedging by a sovereign, the first local currency sovereign sukuk, the first local debt exchange and receivable-backed financings for Governments. He has been an integral member of the teams that arranged debut and subsequent sovereign bond issues for Ghana, Gabon, Senegal, Nigeria, Rwanda and Cote d’Ivoire. Peter also led a Risk Capital Review for the African Development Bank.

In addition to serving on Convergence’s Board, Peter serves as the institutional lead on other blended finance initiatives including the OECD (Senior Advisory Group) and the Sustainable Development Investment Partnership. Peter also serves on the President’s Advisory Council on Doing Business in Africa (USA).
