## Application and Review Process

## Step 1: Concept Note

- Interested applicants can start their application on [our application portal](https://convergence.submittable.com/submit). Step 1 includes the completion of screening questions and the submission of an online concept note and supplemental materials (e.g., pitch deck) by the deadline date. Concept notes will be reviewed on an ongoing basis and therefore, applicants are encouraged to submit prior to the deadline.
- All concept notes and supporting material will be screened against the [eligibility criteria](/accelerator/a4fm#eligibility-criteria), and those that are eligible will then be reviewed against the [evaluation criteria](/accelerator/a4fm#evaluation-criteria). Convergence will only contact applicants selected to submit a full proposal (Step 2).
- Unsuccessful applicants are notified. Due to the high volume of applications expected, we regret that at this stage we are unable to provide feedback on unsuccessful applications.

## Step 2: Full Proposal (By Invitation Only)

- Selected concept notes will be invited to submit a full proposal. Those advancing to this stage receive instructions on how to submit a proposal. Final proposals must be submitted by the deadline in order to be considered.

## Step 3: Initial Review

- All full proposals will be reviewed and assessed against the evaluation criteria by Convergence. Convergence may request additional information as necessary.

## Step 4: Shortlisting, Pre-Due Diligence Interview, and Full Due Diligence

- **Pre-Due Diligence Interviews**: Based on the review, Convergence will short-list the top proposals for Pre-Due Diligence interviews. These interviews will be conducted with the applicant’s management team and will include a brief presentation using the materials submitted in the full proposal, followed by a Q&A session with the Convergence team. Following the interviews, the team will short-list applicants  for due diligence.
- **Full Due Diligence**:  Shortlisted proposals will undergo two types of due diligence in parallel:
  - *Proposal-level*: Convergence will request responses to detailed questions on the proposal, and introductions to key stakeholders for interviews. Additionally, Convergence will request the applicants for key documentation to support the stage of the application  
  - *Applicant-level*: Applicants will undergo a compliance review led by Convergence’s Finance and Compliance team. All applicants will be required to submit key documents including incorporation certificate, audited financial statements of the last 2 years, organogram, financial model and pitch deck. Additional documents may also be requested depending on the stage/type of the grant, such as proof of investor commitments, legal documentation, etc.

## Step 5: Investment Committee

- Shortlisted proposals that satisfactorily clear due diligence will be recommended by Convergence to the Investment Committee.
- The Investment Committee is composed of independent experts who will recommend proposals to the Convergence Senior Management or Board for final approval.
- Shortlisted applicants that do not pass due diligence or IC approval are notified. Convergence may provide high-level feedback to the unsuccessful applicants.

## Step 6: Final Approval by Board & Compliance Checks

- Proposals recommended by the Investment Committee undergo a final compliance check and review of the proposed grant budget
- Following that, the applications are reviewed for final approval by the Senior Management or Convergence Board.

## Step 7: Contracting and Announcement

- Following final approval from the Convergence Senior Management or Board, the contracting stage is initiated with the selected awardees.
- Convergence will execute contracts with the selected awardees that includes the design activities and key milestones agreed upon with the awardees.
- Once contracts are signed, the announcement of the awardees will be made publicly. 
- Convergence may also announce the list of applicants that made it to the final stage but did not receive the grant funding, acknowledging high quality of ideas.

## Processus de candidature et d’examen

## Étape 1: Note conceptuelle

- Les candidats intéressés peuvent [commencer leur candidature sur notre portail de candidature](https://convergence.submittable.com/submit). L'étape 1 comprend la réponse à des questions de présélection et la soumission d'une note conceptuelle en ligne et de documents supplémentaires (par exemple, un pitch deck) avant la date limite. Les notes conceptuelles seront examinées au fur et à mesure, c'est pourquoi nous encourageons les candidats à les soumettre avant la date limite.

## Étape 2: Proposition complète

- Les auteurs des notes conceptuelles sélectionnées seront invités à soumettre une proposition complète. Ceux qui passeront à cette étape recevront des instructions sur la manière de soumettre leur proposition.

## Étape 3: Examen initial

- Toutes les propositions complètes seront examinées et évaluées par Convergence selon les critères d'évaluation. Convergence pourra demander des informations supplémentaires si nécessaire.

## Étape 4: Présélection, entretien de pré-due diligence et due diligence complète

- **Entretiens de pré-due diligence**: sur la base de l'examen, Convergence présélectionnera les meilleures propositions pour des entretiens de pré-due diligence. Ces entretiens seront menés avec l'équipe de direction du candidat et comprendront une brève présentation à partir des documents soumis dans la proposition complète, suivie d'une session de questions-réponses avec l'équipe de Convergence. À l'issue des entretiens, l'équipe présélectionnera les candidats pour la diligence raisonnable. Pour ce premier appel à propositions dans le cadre de l'A4FM, l'objectif est de présélectionner 3 à 5 candidats pour la phase de diligence raisonnable. Les candidats non retenus seront informés.
- **Vérification préalable complète**: les propositions présélectionnées feront l'objet de deux types de vérification préalable en parallèle  
  - *Au niveau de la proposition*:Convergence demandera des réponses à des questions détaillées sur la proposition et la présentation des principales parties prenantes pour des entretiens. En outre, Convergence demandera aux candidats de fournir des documents clés à l'appui de leur candidature.  
  - *Au niveau du candidat*:  les candidats feront l'objet d'un examen de conformité mené par l'équipe financière et de conformité de Convergence. Tous les candidats devront fournir des documents clés, notamment leur certificat de constitution, leurs états financiers audités des deux dernières années, leur organigramme, leur modèle financier et leur présentation. Des documents supplémentaires peuvent également être demandés en fonction du stade/type de la subvention, tels que la preuve des engagements des investisseurs, des documents juridiques, etc.

## Étape 5: Comité d’investissement

- Les propositions présélectionnées qui satisfont à la diligence raisonnable seront recommandées par Convergence au comité d'investissement.
- Le comité d'investissement est composé d'experts indépendants qui recommanderont les propositions à la direction générale ou au conseil d'administration de Convergence pour approbation finale.
- Les candidats présélectionnés qui ne satisfont pas à la diligence raisonnable ou à l'approbation du comité d'investissement en sont informés. Convergence peut fournir des commentaires généraux aux candidats non retenus.

## Étape 6: Approbation finale par le conseil d'administration et vérifications de conformité

- Les propositions recommandées par le comité d'investissement sont soumises à un contrôle de conformité final et à un examen du budget de subvention proposé.
- Les candidatures sont ensuite examinées pour approbation finale par la direction générale ou le conseil d'administration de Convergence.

## Étape 7: Signature du contrat et annonce 

- Après l'approbation finale de la direction générale ou du conseil d'administration de Convergence, la phase de contractualisation est lancée avec les lauréats sélectionnés.
- Convergence conclut avec les lauréats sélectionnés des contrats qui incluent les activités de conception et les étapes clés convenues avec les lauréats.
- Une fois les contrats signés, les lauréats seront annoncés publiquement. 
- Convergence annoncera également la liste des  10 meilleurs  candidats qui ont atteint la phase finale mais n'ont pas reçu de subvention, en reconnaissant la grande qualité de leurs idées.

Institutional investors manage well over $120 trillion globally, yet only a small fraction flows into emerging and developing economies (EMDEs), particularly least developed countries (LDCs) and lower middle-income Countries (LMICs). These markets represent the fastest-growing regions in the world, with GDP growth projected to outpace developed economies 2–3x over the next decade. From [2000 to 2022](https://blogs.adb.org/blog/larger-capital-markets-are-powering-job-creation-and-investment), capital market financing grew by 400% in middle-income countries and 800% in low-income countries. As a share of GDP, the amount in low- and middle-income countries has doubled.

__EMDEs, including LMICs and LDCs offer:__
- __Portfolio diversification:__ Reduce overall portfolio risk and offer potential downside protection during downturns in mature economies.
- __Access to higher growth:__ Can deliver superior growth potential due to favorable demographics, urbanization, and low valuations. These dynamics often translate into returns that outperform developed economies.
- __Opportunities in digital infrastructure and frontier sectors__: Provide access to fast-growing, underserved sectors such as digital platforms and critical infrastructure –areas that are often saturated in developed markets enabling creation of higher impact.

Despite the opportunity, capital flows remain constrained by risk perceptions, limited track records, and structuring complexity. This is where __blended finance becomes a powerful enabler__ by combining catalytic capital with commercial investment, managers can mitigate risk, align incentives, and make underserved market strategies investable  at scale.

__Blended finance transactions__ involving fund and asset managers are among the largest in the market, with a median deal size of ~$175 million. These structures demonstrate the ability of blended finance to mobilize significant volumes of commercial capital around institutional-scale opportunities. Yet despite this potential, mainstream fund and asset managers have participated in only 21% of blended finance deals to date, highlighting a vast untapped opportunity for scalable, replicable vehicles that can bring institutional capital into high-growth EMDE markets.

<h2>Eligibility Criteria</h2>

<p><strong>Applicant types:</strong> Eligible applicants include fund managers, asset managers, or investment management/advisory firms working in partnership with a fund or asset manager. Applicants must intend to scope, design, launch, and/or scale a blended finance vehicle in EMDEs. We welcome both emerging adopters of blended finance and experienced practitioners, with grant types tailored to the maturity and needs of the proposed solution.</p>

<p><strong>Focus geography:</strong> Proposed financial vehicles must target developing markets globally as defined by the <a href="https://www.oecd.org/en/topics/sub-issues/oda-eligibility-and-conditions/dac-list-of-oda-recipients.html">OECD-DAC List of ODA Recipients</a>. We highly encourage vehicles that target least developed countries(LDCs) and lower middle income countries (LMICs) to apply.</p>

<p><strong>Focus sectors:</strong> Solutions must deliver a clear development impact (direct or indirect) by addressing one or more <a href="https://sdgs.un.org/goals">sustainability-aligned sectors</a> (e.g., climate, healthcare, education, gender equality, and financial inclusion) and demonstrate a strong link to advancing gender equality.</p>

<p><strong>Mobilization:</strong> Solutions must show the potential to mobilize private capital at scale and demonstrate that the financial structure can be replicated in other markets, contributing to broader market learning and impact.</p>

Mobilizing domestic investors helps anchor investments in local markets, reduce reliance on foreign capital, and mitigate risks such as currency mismatch and capital flight. Yet, despite holding substantial pools of capital, domestic investors, including banks, institutional investors, and public financial institutions, remain underrepresented in blended finance across regions and sectors. Their participation is constrained by barriers including credit risk, currency risk, and limited track records of investable projects.

The session will open with key insights, data, and trends on local capital mobilization, drawing on Convergence’s latest analysis of blended finance transactions from 2022–2024. This opening segment will clarify how local investors are defined, where domestic capital is currently participating by region and sector, and the terms (commercial or concessional) on which local investors most commonly engage.

This will be followed by two 20-minute case study presentations, each demonstrating a distinct approach to mobilizing local capital in blended finance:

Convergence and Government of Canada award six fund managers support to structure and launch blended finance vehicles

Institutional investors are emerging as a critical source of capital, with pension funds and insurers committing larger tickets to blended transactions targeting renewable energy, energy efficiency, and agriculture. In 2024, [commitments](https://www.convergence.finance/resource/state-of-climate-blended-finance-2025/view) from these investors rose from just $2 million in 2022 to $1.6 billion, highlighting the growing role fund and asset managers are playing in blended finance.

Convergence’s [Blended Finance Accelerator for Fund Managers (A4FM)](https://www.convergence.finance/accelerator/a4fm), an initiative funded by [Global Affairs Canada](https://www.canada.ca/en/global-affairs/news/2025/06/secretary-of-state-sarai-concludes-participation-in-the-fourth-international-conference-on-financing-for-development.html), aims to strengthen the capacity of fund and asset managers to participate in blended finance by equipping them with tailored training, grant funding, and acceleration assistance required to structure and launch blended finance solutions.

This first Call for Proposals demonstrated strong demand from fund and asset managers for the holistic support the Accelerator and Convergence offer. The submissions reflect a broad diversity of strategies and levels of maturity, with proposals spanning early-stage concepts through to more advanced vehicles approaching market readiness. The majority of applications propose fund structures, underscoring growing interest in scalable investment vehicles.

Following a competitive review process, the proposals that stood out demonstrated strong additionality in mobilizing private and institutional capital into markets and sectors where capital is not flowing at scale on commercial terms alone. These fund and asset managers are using catalytic capital in the form of first-loss, guarantees, and technical assistance to de-risk and mobilize capital from local pensions, insurers, and global corporations.

Across different regions and asset classes, these proposals use blended finance to address specific barriers faced by investors, such as currency risk, perceived credit risk, early-stage business models, limited exit pathways, or regulatory constraints through blended structures. Small and medium-sized enterprise (SME) investing emerged as a major theme across proposals, reflecting the significant financing gap facing SMEs in developing countries.

Dans différentes régions et catégories d’actifs, ces propositions ont recours au financement mixte afin de lever des obstacles précis auxquels font face les investisseurs, notamment le risque de change, le risque de crédit perçu, des modèles d’affaires en phase initiale, des options de sortie limitées ou des contraintes réglementaires, au moyen de structures mixtes. This CAD 10 million, eight-year initiative is funded by Global Affairs Canada (GAC) and implemented by Convergence Blended Finance. It aims to strengthen the capacity of Canadian and global fund and asset managers to participate in blended finance by equipping them with tailored training, catalytic grant funding, and acceleration assistance required to structure and launch blended finance solutions.

Blended finance—leveraging public/philanthropic capital to attract private investment—is critical to mobilizing funds for emerging and developing markets (EMDEs). In 2024, blended funds [mobilized](https://www.convergence.finance/resource/state-of-blended-finance-2025/) $5.1 billion, with institutional investors accounting for 50% of private sector commitments, highlighting the strong potential of fund and asset managers to leverage blended finance for sustainable development.

The Accelerator addresses the unique needs of two target groups:
- __Institutional asset managers__ who are increasingly seeking to diversify portfolios while achieving impact and risk-adjusted returns in EMDEs.
- __Emerging fund managers__, especially those operating in nascent markets, who need assistance to grow and structure investable, high-impact opportunities and reach scale.

The Accelerator will help build the capabilities of these two target groups to generate traction sooner and accelerate the market roll-out of their blended finance solutions. To ensure long-term resilience and effectiveness, investments in EMDEs should be guided by an integrated impact and gender lens, which will be a core focus of the program. The Accelerator will also place a strong emphasis on building the knowledge and skills of Canadian asset managers, to increase their participation in EMDE investments through blended finance as a structuring tool.

The A4FM program is made up of three integrated components:
